Article talks about the implementation of the modernization policy in the remote region of Russian Far East in the early twenty-first century.

The paper deals with the organizational problems of education modernization on innovative basis. The author concentrates attention on the problem research of business school’s development in Cherepovets State University and formulates specific ways of its solution. The directions of department’s activity as scientific division in the conditions of management system by university modernization are considered.
