The article considers the issues of the export of capital from Russia in various forms. The emphasis is on reflection not only the negative sides of this process, but also the search for the possible positive conse-quences.

The paper examines causes of increasing control over offshore zones by international community, analyzes main tools and methods of offshore business regulation at international level, and determines main problems in the sphere of regulation and prospects of international offshore business. Features of development of national anti-offshore legislation on the example of Russia and the USA are considered.

In the proposed article considers the possibility of de-offshorization of the Russian economy. The present-ed set of measures for the deoffshorization; highlighted the principles on which to implement these measures.
