The retrospective analysis of society’s trust to the authority in Northern region shows it considerable transformation during shaping the new political conditions in the Russian Federation. We have constructed «society which did not want». Russia’s President V. Putin has declared the attitudes of our country in the sphere of national interests in the expanded meeting of State council “About strategy of Russia’s development till 2020”, but, in order to carry out active domestic and foreign policy, the population’s trust to authoritative institutions is necessary. In the paper, the level of population’s trust to various social institutions, protectability of constitutional rights and freedoms, protest population’s activity are considered. The opportunities of change in power structures of the Russian Federation, Northern community’s preferences in the choice of social and economic development ways are analyzed. In spite of the fact that the authors carried out the sociological researches in the Vologda area, its forecasts can be relayed in all Northwest region.
