Problems of realization of mechanisms of public environmental review

Abstract. The article deals with the legal conflicts of citizen participation in public environmental review. The analysis revealed that it is appropriate to consolidate legislation (GDC, federal laws "On Environmental Impact Assessment" and "On Environmental Protection" and others.) "Single term, when it comes to environmental legal subjects (citizens, civil society, individuals and legal entities). It is necessary to provide for the concept of "public", "public concerned."
