The aspects of forecasting in order to substantiate programs for the development of design technologies for complex engineering systems operating in extreme environment are considered. The necessity of improving of the methodology and organization of work in the field of technological forecasting is shown. The generalized structure, functions and practical application of forecasting methods and planning technology development within the framework of the «development-production» cycle and in the context of economic mobilization are discussed.
