The paper presents the analysis the influence of electronic and distance learning on the youth as a special group of Internet users. The authors give a review of articles devoted to the problems of information and psychological security of youth.

The implementation of competence-based approach – a method that allows you to determine the outcome of education in accordance with the requirements of modern society, modern production and modern spe-cialist. The problem of the formation of competencies because of their complexity and systemic nature of innovation requires the expertise required for its use in each of the educational program. At this point, all the more necessary to pay attention to the competence of teachers needed to achieve the strategic goals of education.
