The article deals with changes in the legislation on fishing and conservation of aquatic biological resources in connection with the adoption of the Federal law of December 25, 2018 №475-FZ "On Amateur fishing and on amendments to certain legislative acts of the Russian Federation." The concept of "amateur fishing" is given, the content of the principle of free and gratuitous implementation of amateur fishing by citizens of the Russian Federation is revealed. The characteristic of restrictions of amateur fishing, including forbidden types of fishing gear and methods of production (catching) water bioresources, is given. The issue of using fishing gear by amateur fishermen living in the North, Siberia and the Far East are analyzed separately. The daily rate of production (catch) of water bioresources as a restriction of amateur fishing is considered. The necessity of actualization of the existing daily norms of catch of aquatic bioresources is shown. It is concluded that the adoption of the law on amateur fishing is an important step in guaranteeing the right of equal, free and gratuitous access of citizens to aquatic biological resources. Further development of the new direction in the legislation of the Russian Federation will be associated with the development and adoption of a number of by-laws.
