The article considers the degree of social and economic needs satisfaction among the population of Russian regions in general and the Republic of Bashkortostan in particular. It is noted that socio-economic needs determine the quality and standard of living of people, and consequently, the degree of material and social well-being of the whole territory population. Hence, an assessment of the socio-economic needs of the region’s population can be made on the basis of statistical indicators that show the standard of living and the state of citizens’ health. These include life expectancy at birth, sickness rate, as well as consumer household spending on health care.

The author analyzes the socio-economic potential of the town of Plavsk, Tula region, ranging from geopolitical potential, to the financial category. The development prospects of Plavsk as an important condition for improving the quality of the town’s population life are identified.

The article discusses which external and internal factors may influence the development of a financial plan for innovative projects at powder metallurgy enterprises. It also gives a general idea of what projects today may be considered as innovative projects in the field of powder metallurgy. The key indicators are calculated in the financial plan of the innovation project. The author gives general recommendations concerning financial planning and the enterprise as a whole, in order to minimize financial losses during the implementation of innovative projects.
Indicators are organic and inorganic substances that change their color depending on the reaction. Pigments contained in the fruits of plants have the properties of indicators, solutions of plant indicators can be prepared independently and used in everyday life and school laboratories.
