On May 7, 2018, Russian President Vladimir Putin signed a decree establishing and approving Russia's national projects "On national goals and strategic objectives for the development of the Russian Federation until 2024." National projects are aimed at ensuring a breakthrough scientific, technological and socio-economic development of Russia, raising the standard of living, creating conditions and opportunities for self-realization and disclosing the talent of each person. The presidential decree assumes that there will be more affordable housing and good roads, life will become longer, and half of the poor will move to the middle class. In many ways, the decree builds on the programs launched in 2014-2017, but the new goals set for the government are much more ambitious. The implementation period for national projects is December 31, 2024.
The report presents the results of a study of the impact of agglomeration processes on sustainable development and economic growth and the specifics of managing agglomerations using the example of the Moscow agglomeration. At the initiative of the Mayor of Moscow Yu.M. Luzhkov, at the turn of XX – XXI, the goals and principles of sustainable development are reflected in projects and programs implemented in the city, which was relevant, since this period was marked by increased attention of the progressive world community to sustainable development. Currently, the state policy to achieve sustainable development goals is actually being implemented through national projects, in which the Moscow agglomeration is also actively involved.
In 2018, certain changes were made to the strategic management system of Russia related to the development and implementation of national projects. The main goals and objectives in the field of health care, education, demography and culture, the solution of which are intended to contribute to national projects, are analyzed in detail. The basis of these projects is to stimulate socio-economic processes that will create the growth potential of the national economy. All national projects are aimed at increasing the welfare and quality of life of the population. Improving social performance is a priority for national projects.
The article examines the main directions of digitalization of society, which entailed the digitalization of public administration, which are defined in the federal project "Digital Public Administration", and also analyzes the first results of its implementation. Opportunities and risks for society, caused by the digitalization of public administration, and their impact on the activities of the Federal Tax Service of Russia are formulated.
In the article, the author analyzes the issue of the implementation of the federal project «Digital Culture» in the regional aspect on the example of the Moscow region. The main problems in the implementation of the activities of this project and current trends in the development of this area are highlighted. The practical significance of the work lies in the proposal of a list of activities for the development of digital culture in the regions of Russia.
