Solving the problems of social development in Russian regions requires a serious analysis of the social sphere condition, established trends and measures of social policy, and an assessment of social infrastructure facilities functioning. The consideration of the following main Russian trends and factors of socio-economic development is very important for working out long-term strategies of regional systems social development. Social development of territories will be provided on the basis of a targeted impact on the conditions and factors determining the socialization of economic development, through the redistribution of resources and the development of the social sphere. Stable development is associated with the satisfaction of the population socio-economic needs, when technological development is accompanied by social well-being and increasing welfare of the population.
The article discusses the issues of socio-economic and financial development of municipalities. At the same time, the authors identify and formulate the main, in their opinion, problems that hinder the further strengthening of such development. Based on the analysis, we propose ways to solve them on the basis of a substantial update of methodological recommendations on the development and implementation of the strategy for the socio-economic development of municipalities and the municipal finance recovery program. At the same time, municipal finance is considered as the main resource base for such development. In developing these recommendations, the authors used certain provisions of previously issued similar regulatory documents, as well as their own ideas. This project was implemented as a result of a joint initiative of the Institute of Economics and Law of Petrozavodsk State University, the Ministry of Economic Development and Industry of the Republic of Karelia and the Ministry of Finance of the Republic of Karelia, as well as in accordance with the Cooperation Agreement between the above project participants.
The article analyzes the socio-economic situation of Uzbekistan at the present stage. The conditions of economic growth and structural changes are assessed: social policy, development of the social sphere, scientific, technological and innovative development, analysis of foreign economic activity. Special attention is paid to the program of the strategy of action adopted for 2017–2021.
We live in a rapidly changing world of the twenty-first century. The volume of information circulating in the modern world is increasing exponentially, and not all people have time not only to deeply understand the essential meaning of new terms and their relationship with already known ones, but even to learn about their existence. In the modern world, everything is changing rapidly: politics, economy, social, labor, technology, the essential nature of interactions and relations between people and countries. If in the last century politicians, economists and analysts built their forecasts for 10 or more years, today hardly any responsible forecaster will venture to say what the world will be like after the raging COVID-19 coronavirus. At the conference «Civilization of knowledge-2018», the author reported on the concept of socially oriented innovative development (socio-innovative development), in which the key conceptual provisions are those that affirm the need to transfer new and breakthrough innovative technologies to the sphere of human activity. It is the basis that the expediency of socially oriented innovative development of the entire society is justified. In this regard the relevance of the proposed report is to justify a new concept of socially oriented innovative development in the rapidly changing world of the XXI century.
In 2018, certain changes were made to the strategic management system of Russia related to the development and implementation of national projects. The main goals and objectives in the field of health care, education, demography and culture, the solution of which are intended to contribute to national projects, are analyzed in detail. The basis of these projects is to stimulate socio-economic processes that will create the growth potential of the national economy. All national projects are aimed at increasing the welfare and quality of life of the population. Improving social performance is a priority for national projects.
