The relevance of the article we are studying today is due to the extent of the use of SIM cards for committing crimes, which requires the improvement of criminal law methods for combating security. The article analyzes the criminal law norm, Article 274.4 of the Criminal Code of the Russian Federation, which establishes liability for organizing activities related to the illegal transfer of subscriber numbers. The key issue of our research is the difficulty of qualifying such acts in conjunction with other crimes, as well as the extremely high level of their latency. As a solution, we propose to implement a system of mandatory registration and semi-annual verification of SIM card holders through the unified portal "Gosuslugi", which will disrupt the anonymity channel actively used by criminals when committing illegal actions. It is also possible to develop mandatory notifications about the numbers registered on a person. With this, we can increase transparency and the security of mobile radio telephone communication.
