The authors speaks about the innovation processes in transport industry, which have the great value for de-velopment of enterprises, branches and complexes. Conditions of rigid competition cause the increasing use of MI-8 helicopters for cargo transportation; implementation of the automated satellite radio navigating systems allows to raise economic efficiency of helicopter data use during cargo transportation.

The author views the innovative systems, which can be represented in one of three forms – national, regional and municipal. The description of the municipal innovative system is given on the example of the fuel and energy complex, which rapidly develops and changes on each level.
