Current trends in the global aluminum market can be characterized as unfavorable. One of the factors hindering the development of the domestic non-ferrous metallurgy is the low level of innovation activity of enterprises. Prevailing conditions contribute to enhancing innovation activity of companies. In addition to using a wide range of tools for the development of the industry RUSAL holds an effective policy of innovative development of its production. However, in order to overcome existing barriers to the development of the sector requires the active participation of the state.

The paper examines causes of increasing control over offshore zones by international community, analyzes main tools and methods of offshore business regulation at international level, and determines main problems in the sphere of regulation and prospects of international offshore business. Features of development of national anti-offshore legislation on the example of Russia and the USA are considered.

In this article the basic income trends in foreign direct investment in the country with a developed, developing and transition economies. The analysis of the inflow of foreign investments into the Russian economy, identified priority sectors of the economy from the perspective of attracting foreign investment, the analysis of the inflow of foreign investment in the territorial aspect, identifies the main challenges to the inflow of foreign capital into Russia.
