The article examines the concept of a region's competitiveness from various points of view of its definition, as well as issues of strengthening the development of competitiveness, in which the cluster approach plays a significant role. The conditions and factors of competitiveness, methods of its assessment are considered, which contributes to the economic security of the region.
The article considers the cluster as one of the methods of project-based learning for schoolchildren. Particular attention is paid to the fishboom cluster, the use of which is possible in the literature lesson in the 5th grade when studying the story of V. G. Korolenko «In Bad Society». This article is devoted to the implementation of an infrastructure project of creation of the international climate testing center based on the NEFU Proving Ground in the Yakutia ASEZ. A project for an indoor year-round test track is presented.
The article discusses the development of an associative cluster using information and communication technologies in literature lessons. This cluster is presented in the form of two curly patterns that reveal the internal conflict and problem of L.N. Tolstoy «After the Ball». Thanks to the visual application of the cluster approach in literature lessons, students become interested, motivated to learn literature as a school subject.
The article touches upon the key issues of the management of the innovation system of Russian regions in the conditions of global instability and the possibility of unpredictable abrupt development of international relations, the consequences of which are fraught with a high level of political uncertainty. The concepts of innovative development and diffuse innovation are clarified, the fundamental principles of the state innovation policy to stimulate the market of the innovative regional system are presented; the structure of the innovation system of regions (ISR) is given, the basics of interaction of ISR subjects in the process of creating innovations are revealed; the problems of Russian regions with low potential for innovative development are identified and ways to solve them are proposed. The relevance of the study is due to the lag of Russia from the developed countries of the West in the field of high technologies and knowledge-intensive produc-tion.Unfortunately, at this time in the modern scientific literature on regional economics there is a lack of fundamental scientific research on the problems of managing innovation systems of regions in conditions of global instability.
