The article presents issues of training experts in international relation for interaction with the Baltic region countries. In the course of the study, the author concludes that that in the modern Baltic countries, in the Latvian society, in particular, as well as in the Latvian language, continuous language and culture of historically closely related and have been living on the same territory for a long time peoples – Russian and Latvian assimilation processes of change are undergoing. They have to become the subject of a comprehensive study of a number of scientists in the field of cultural studies, comparative linguistics, economics, history and other sciences. The research should be carried out not only with the Russian-language sources, but also with authentic materials in the languages of the Baltic peoples. The results of the research should be included in the experts in international relations specializing in interaction with the Baltic countries training programme.
The article has a comparative character and analyzes the physical qualities of a person represented in Russian and Yakut Proverbs in their combination with moral and spiritual ones. An attempt is made to identify both common features that unite the cultural representations of peoples, and distinctive ones.
The mentality of culture, as a historically and socially rooted deep structure, continues to interact and evolve. The inextricable connection between mentality and culture has long been recognized. They interpenetrate and form complex relationships in the consciousness and behavior of several generations of people, uniting different historical eras in the development of culture.
