The importance of this topic study stems from the fact that the problem of effective strategic management development is equally relevant in the context of micro- and macroenvironment. By means of analysis and synthesis, the unity of historical and logical methods and methods of induction and deduction the author analyzes the main components of the population life basic spheres, influencing the mechanism of environment objects management. These components are the embodiment of institutional relations in the process of interaction between different actors in activities. The article describes the main statistical characteristics of these relations, identifies vulnerable components of emergent characteristics and proposes the ways for neutralizing problem areas aiming to develop accurate and effective management strategies at micro- and macro- level.

The article considers the problems of increase of competitiveness of labour resources of the Bryansk region in the conditions of Russia's transition to a digital economy.
The article deals with issues relating to the concept of development of the Republic of Azerbaijan with the aim of providing a person with comprehensive knowledge and skills. To this end, the institutional framework, infrastructure and human resources of the education system must be developed. The authors claim that the development of education creates the basis for improving the welfare of the population in the country, including the development of a higher standard of living of the individual. The article also describes the steps taken in the country to use new information and communication technologies in educational institutions. Along with the mentioned above, there is a need to implement new steps to ensure that the education system meets the challenges of human capital development, bringing quality indicators of general educa¬tion in line with European standards. In order to improve the quality of education, restructuring education management system, development of human resources in this area and raising the prestige of the teaching profession are necessary.
The article discusses the concepts of personnel marketing and the HR-brand of a company. Their main distinguishing feature is revealed, the relationship of these concepts is disclosed, the presence of these processes in any company has been established.
