The concept of «HR» (Human Resources) means the study of an employee of an organization as a person. The activity of any organization is impossible without human resources, so it is necessary to develop them, which is facilitated by HR technologies.
In this paper, the features of the effective use and development of human capital in the conditions of digitalization of the business environment were considered. The ways of human capital development are described. In connection with the digitalization of all spheres of society, the main focus is: the use of modern technologies, the transfer of various types of data into digital form, the processing of large amounts of information, which contributes to improving the quality of products and to increasing labor productivity in general. One of the factors of effective digitalization of business may be the activation of the human factor. Consequently, the issues of human capital development in order to increase business productivity in the context of widespread digitalization remain relevant. Taking into account the trends towards digitalization, it is the concept of human management as one of the last stages in the evolution of human resource management that will be a priority in the theory of personnel management and in the management of a digital enterprise. This will be related: • with the involvement of new personnel who quickly adapt to the modern digital environment; • with the introduction of modern digital competencies; • with the creation of modern motivation programs; • ensuring involvement in the process of change as a whole. Consequently, widespread digitalization requires innovative methods of human capital management, taking into account modern views on management problems.
The article presents the methodological foundations for the use of a competence-based approach to the assessment of human resources of healthcare. Healthcare personnel are the main, most valuable and important part of healthcare resources. The effective functioning of both the entire healthcare system as a whole and its individual structural units is ensured by human resources.
