The paper deals with the developed in the International Innovative University and widely used here new electronic learning technologies, giving the effect of “social learning”. These technologies are characterized by open information and communication space, a new design, primarily through the support of multimedia learning tools and hypermedia.

Today information environment is a strong tool to influence the subconscious of people and shape their behavior. TV has become a necessary component of our lives. The paper explains the concept of deviant behavior and negative influence of the information environment.

It is emphasized that the phenomenon of online learning is based on the implementation of modern educational principles of openness of learning. It is concluded that the educational process in the implementation of online learning will be able to reach a new level and will allow the educational organization to achieve qualitative and quantitative indicators. In this process, the teacher becomes part of the global "educational mechanism".
