The article is devoted to the problem of the personality and the society interrelation in the conceptions of the Russian sociologists – N. I. Kareev and P. F. Liliyenfeld. The ideological crossings and parallels in concepts of the specified sociologists are revealed. The particular interest is represented by some comparisons with the views of the western sociologists on this sociological problem.

The need to revise the tools and technologies in the development of social policy and the initiative of vari-ous parties of society allow us to consider modern forms of partnership as an effective tool in solving problems in the region. The authors presented their views on the understanding of social partnership, out-lined the key principles, considered technologies of interaction within the community business support, and technology to promote social projects.

The article is devoted to the analysis of the main theoretical approaches to the study of civil society, such as statistic, liberal, anti-liberal, sociological, neocorporativist, as well as network information. It is revealed that civil society is inextricably linked with the rule of law, since it is based on legal and legislative support. The political prerequisites of civil society are the legal and legislative provision (restriction) of individual and collective freedoms that protect the rights of the individual.
