The purpose of this work is to consider the warning systems in the "Prometey" microdistrict and ways to improve the effectiveness of public notification. One of the main conditions for ensuring the necessary level of public safety in peacetime and during special periods (emergencies, wartime, etc.) is the organization, creation and functioning of an effective system of notification of the population and management bodies of the threat and occurrence of emergencies. Notification and information of the population is one of the main components of the system of control bodies of all levels organizing protection in peacetime and wartime emergencies. It begins with timely notification and informing of the occurrence or threat of any danger. Notification system is an organizational and technical combination of forces, com-munication and notification means, broadcasting networks, public communication net-work channels ensuring delivery of information and notification signals to control bodies, the unified state system for the prevention and liquidation of emergencies and the population.

The correlation of inductive and deductive logics in TRIZ methods and “tools”, application and comparison of different ways of thinking in TRIZ and artificial neural networks are considered. The tendency to reduce inductive forms of thinking to deductive ones in TRIZ. The identification of the heuristic potential, through various stages of human thinking, for the search, design and study of the properties of a new system is considered. The possibility of formalizing an abstract model of the TRIZ methodology in terms of first-order logic is considered.

This article considers the increasing influence of mass media on the contemporary election campaigns in a context of constant growth of technological progress, expressed by rapid departure from traditional media towards completely new media platforms. The situation is leading to legal systems in different countries to analyze and eliminate legal gaps. However, the speed with which non-traditional media are developing shows the need to respond more quickly to legal requests in the field of participation of non-traditional media in modern electoral processes. The media is one of the most important feature of democratic governance. Along with this, the de facto non-controlled and unregulated state actors – bloggers, administrators of social media groups and others raise a number of extremely important political, ethical, and most importantly legal issues, which will need to be addressed.
