This article explores in detail the form of government of the Republic of South Ossetia. The author attributes South Ossetia to the category of "disputed states". By analyzing the provisions of the Constitution, it is concluded that the form of government of this state is atypical. In addition, the form of government of South Ossetia is compared with the form of government of the "patron" of this state – the Russian Federation. A conclusion is made about the similarity of the forms of government of the two states.

In the scientific article the authors discuss the relationship between highly qualified economists-agrarians with excellent parameters "price-quality" indicators and efficiency of vocational guidance work as well as future economists self-determination quality. They applied qualitycost evaluating approach as a new tool improving the vocanional guidance process. Today, the role of qualimetry in future specialists training is undeniable. That once again confirms the relevance of the tasks it faces and necessitates the development of youth personal qualities, motivational mechanisms. Quantitative evaluation of the vocational guidance work results and future agricultural economists’ quality promotes increase of regional agri-food companies competitiveness. Special attention is paid to the processes of interaction between educational institutions, business and government in the question of rural youth self-determination.

This article is devoted to consideration of goods transportation process. The work of warehouse zones was considered in detail. The authors suggested recommendations on goods transportation process improvement. They also used imitating modeling and studied the methods of the transport and logistic process (TLP) rational organization to prove the importance of the made decisions and to reduce the risk from their implementation.

Development of bank rate theory and its practical application in credit system of Russia at different stages is considered in this article retrospectivly. Three stages of bank rate theory development in the Soviet credit system are presented. The authors describe a transition from administrative formation of interest rates to a market mechanism.

The article analyzes the problems of innovations implementation in the context of the stable development concept. On example of transport engineering industry, the author analyzes the necessity of achieving a balance between social, ecological and economic factors in the industry development. Strategic documents that determine the innovative industry development are focused mainly on the economic effect. The authors study in the article questions of preschool children speech skills development by means of dramatized games. That helps children to master their native language.

The article raises the problem of emotional disorders in primary school age. The spectrum of emotional disorders in this age period is extremely wide. It is known that emotional and volitional deviations may be the source of many mental health disorders. Therefore, it is crucial to pursue qualified psychological work on the prevention and correction of disorders in the development of a child’s emotional sphere. Psychological diagnosis of affective disorders is very difficult and requires careful differentiated approach to the problem. In the early school years, along with the positive changes in the emotional sphere of a child, a number of negative emotional manifestations can be identified, the emergence and development of which can hinder the development of other child’s mental life aspects, thus producing a negative impact on a child's personality development.

The article examines the debt component of households consumer behavior in modern economy. Based on the experience of developed countries, pre-crisis trends in the personal consumption which were caused by availability of bank crediting to the general public have been identified. The motives and boundaries of consumption are shown through the evolution of theoretical views on consumer choice. The accent is made on the cause-effect relation of the population consumer activity and the use borrowings. The circumstances of « consumption abuse » practice that lead to excessive indebtedness are discovered. The social nature and parameters of households’ debt behavior are characterized. The horizon of life planning and the intensity of consumer borrowing are presented in connection with the financial stability of national economy. The functional significance of the overdue debts collection mechanism is established, its institutional weakness in Russian conditions is noted.

The author studies the issues related to the activity of well-known representative of Russian culture I. A. Vsevolozhsky: the relationship of life and art, the concept of theatricality, costumes designing and dramatic composition. But all these topics are united by the idea of theatre culture and its reflection in Vsevolozhskу’s image and works.

The article discusses the symbolism of the moon image in the short stories by F. Scott Fitzgerald. The functions of the moon image-symbol in the stories structure, in psychological hero portrait creation, in the romantic landscape are defined. The symbol of the moon is analyzed in its connection with other images: sea, ship, music. The authors emphasize the interaction between symbolic and impressionistic principles in Fitzgerald’s poetics.

The article deals with the issues of work of minors in the Republic of Tuva. The relevance of the topic is that with the development of market relations in the world of work, a large number of children under the age of majority began to be involved. From the level of development of the sphere of labor, is determined by the effectiveness of the legal regulation of social relations in this sphere.

The article examines the concept of hotel business competitiveness, revealing its economic essence. The authors analyse the main factors influencing the level of competition, give their classification and identify 4 groups of competitiveness factors at the present stage of economic development.
