The paper deals with the problems of readiness formation of future primary school teachers to the profession on the basis of competence-based approach in terms of university complexes. Teaching experience shows that the educational process in the modern university has a lot of opportunities to solve problems that concern our experts. However, these opportunities are not used fully, in particular, the contradictions that we have analyzed in this study. The general idea of the competency approach is adequately oriented education, which aims to complete the assimilation of knowledge and methods of practice, through which people successfully fulfills itself in different areas of their life. Therefore, in the paper we have analyzed the concept of "approach" in general, and scientific understanding, as well as the concept of "competence", "educational competence”. Identified and some of the key competencies. The article reveals the principles and objectives of the formation of professional competence of future specialists of primary education. The effectiveness of the training process of the future elementary school teacher in the context of the competence-based approach in the training of speed will depend on the completeness of the implementation of all its components. Therefore, we have identified specific ways of readiness for future elementary school teachers to the profession that is based on competence-based approach. It is also noted that the training of the future teacher competency-based approach should provide for the formation of his professional competence by the progressive development, formation and the formation of its levels (key, basic, special) as a result of specialized training of future teachers.

The paper deals with the basic questions of quality estimation of pedagogical testing. The authors show a fragment of mathematical-statistical analysis of test on discipline”Parsel land use planning”. It is necessary to conduct the correction of pedagogical test on the basis of the results of the analysis of test tasks, among which are difficulty, balance of test, differentiating ability. The steps for improvement of pedagogical measurements are proposed within the framework of competence-based approach in the Federal State Educational Standards.

The paper describes competence-based model of formation of educational outcomes during the development of Federal State Educational Standards of secondary vocational education in preparing midcareer professionals. The proposed model has been successfully tested in Vyatka College of Culture in 2011-2015 at the full course of study of Federal State Educational Standards of secondary vocational education for the major “Art and culture”.
