Abstract. In modern social cultural conditions of Russia the development of educational system is substantially defined by that, how much effectively is exercised the administration of all its links. Ideas of development become one of the most powerful motive forces in an education system. Radical changes of a social - economy organization of society inevitably conduct to change of requirements to formation, their differentiation, to necessity of satisfaction of these new requirements. And those who realizes it, receives more possibilities for effective occurrence in new system of public relations
