Evaluation of the long-term programs of the Kemerovo region

Abstract. The paper assesses the effectiveness of long-term programs of the Kemerovo region in the framework of the methodology adopted in the region, and by the method of "five criteria" (for example, the program "State support of agriculture and of rural development in the Kemerovo region in 2012–2015"). Particular attention is paid to the analysis of the advantages and disadvantages of these methods, as well as recom-mendations for improving this type of assessment.
