Municipal innovative system development on the example of the fuel and energy complex

Abstract. The author views the innovative systems, which can be represented in one of three forms – national, regional and municipal. The description of the municipal innovative system is given on the example of the fuel and energy complex, which rapidly develops and changes on each level.
