State policy in the sphere of physical culture and sport in the USSR in the early fifties

Abstract. The paper deals with realization of state policy in the sphere of physical culture and sport in the USSR in the early fifties at the regional level – in the Penza region. The special attention is paid to activity of the Penza regional committee on affairs of physical culture and sport under the chairmanship of G.P. Melnitsky, partic-ipation of local Soviet and party agencies in improvement of mass-sports and increase of sports skills.
