The paper deals with inclusion of children with special educational needs in main educational system. The author examines the etymology of the concepts "educational needs", "special educational needs", "children with special educational needs." Emphasis is placed on systematizing categorical apparatus of the concept of "children with special educational needs" and clarifying its essence.

The article introduces the current state of the practice of inclusive education. Positive and undesirable prac-tices are considered.
