The aim of this research is to develop a mobile app for English learners from the age of 7 to 12 which is based on a self-written fairytale about polar bear Colymana. This fairytale will bring attention to problems of the Arctic region of the Republic Sakha (Yakutia) like change of climate and consequent extinction of rare animals. The hypothesis of the research is laid on the idea that the new app will help children not only improve their English level, but will also expand their knowledge on problematic topics. In the study, there was a survey on the usage of language learning mobile apps among school students of Republic Sakha (Yakutia). Then future mobile app’s analogs were analyzed on their content and features. Thanks to this, we were able to find peculiarities of our mobile app for English learners. It was decided that the app would consist of a fairytale reading mode, games for self-checking and a user’s dictionary.

This paper considers the most effective ways to improve the quality of electrical energy in the Arctic conditions. As it is known, electric energy since the time of its creation is the most necessary and demanded type of energy, without which it is impossible to imagine modern life. All current plants and devices work only thanks to electricity, but even in our time the efficiency of electricity depends on the conditions in which it is used. In the cold Arctic conditions, the operation of electrical energy becomes less efficient, due to the extremely low air temperature and the resulting high energy losses, this paper will look at the research and ways to improve the quality of electricity in the regions of Ya-kutia. Yakutia is one of the coldest regions in the world. The paper analyzes and diagnoses the current state of electrification in Yakutia, and considers ways to improve the quality indicators of electric power.

This article reviews scientific researches, papers on the level of carbon dioxide emissions in construction, building materials production and operation. Reduction of greenhouse gas emissions is one of the most important goals in the framework of achieving sustainable development goals. Russia has ratified the Kyoto Protocol and set a goal to reduce carbon dioxide emissions. On a per capita basis, carbon dioxide emissions in the Republic of Sakha (Yakutia) are at an extremely high level. Thus, when developing the Arctic territories, it is necessary to apply an approach that reduces greenhouse gas emissions by finding a balance between the energy costs of building operation and construction, including greenhouse gas emissions from the production of materials.
