Abstract. In article the scientific system of preparation, carrying out and the differentiated assessment of quality of open study in establishments of preschool, general and additional education of children, primary professional education, social protection of minors is offered. Realization of this system is aimed at improvement of quality of pedagogical process, at improvement of systems of professional development and certification of pedagogue.
