The author describes the optimization model of development and upbringing of the young generation, de-signed to meet the pressing needs of self-knowledge, conscious of socialization and self-improvement by means of technologies of personal growth.

The article is devoted to the critique and response to it as a component of communicative competence and reveals the psychological specificities of criticism as the conflict type, classification of types of criticism, constructive criticism and an optimal response to it in processes of interpersonal and business communication.

In article the scientific system of preparation, carrying out and the differentiated assessment of quality of open study in establishments of preschool, general and additional education of children, primary professional education, social protection of minors is offered. Realization of this system is aimed at improvement of quality of pedagogical process, at improvement of systems of professional development and certification of pedagogue.
