The article highlights the idea of statehood of the White movement of Southern Russia to merge all layers and classes of Russian society, without distinction of social or economic status. The author concludes that, overall, the South Russian State took the white, only as a regional variant of public life, which could not apply to the national government.

In article on the basis of the analysis of the current legislation and judicial and investigative practice signs of object and the objective party of unauthorized leaving of part or the duty station (Art. 337 of the criminal code of Russian Federation) reveal. The author draws a conclusion that objective signs at qualification of a crime allow to differentiate unauthorized leaving of part or the duty station (Art. 337 of the criminal code of Russian Federation) from desertion (Art. 338 of the criminal code of Russian Federation) and by that to im-pose fair sentence.

In the article on the basis of analysis of the articles of the basic law are the principles, priorities and the challenges of building the welfare State in Russia. The author concludes that the construction of the welfare State in Russia is the goal, objective, and we are only at the first stage of its formation and development.

The article deals with the internationalization of economic life, which leads to the development of international transport, in particular to international carriage by air, the advantage of which is high speed. Air transport provides for the development of integration flows, trade expansion, cost-effective distribution of goods and services.

The author concludes that the effect of certain provisions of the Federal Law of 25.12.2008 № 273-FZ “On Combating Corruption” applies to certain categories of citizens are not specified in the Act.

The article describes the present stage of human development of the state, where they interact with each other in various areas, including economic. Between States every year increasing economic relations, result-ing in an increase in the number of foreign economic relations and, consequently, commodity-money relations. They all need proper organization, organizing, and control of the States.

In article separate aspects on improvement of the criminalistic characteristic of crimes on an ethnic basis with the obligatory account in its drawing up the protective barriers and the additional consolidating factors determined by ethnocultural, ethnopsychological, language, religious features are considered. To it also some problems interfaced to the studied subject have to be considered.
