Abstract. This article analyzes the technological approach to the understanding and realisation of innovation. Modern focus on the so-called “effective management” in the government essentially demoralizing Russian officials. Overcoming the crisis of managerialism author sees in the implementation of a coherent and consistent human resources policy based on the humanization of government.
