The paper identified and scientifically based strategies (construction in the territory of the municipality uni-fied educational space, the development of public-public administration, creation of innovative organiza-tional and managerial mechanisms intercorporate cooperation of educational institutions ) and trends (the formation of different types of educational systems, the creation of an adaptive management mechanism, building municipal system of measuring and evaluating the quality of education, the creation of an integrat-ed software development municipal education system) for development of municipal education system.

The authors set the features, principles and pedagogic conditions of the competence formation process among future international lawyers. The process is based on the interdisciplinary integration.
