The article examines the theoretical foundations and features of the administrative-legal regulation of the institution of licensing in the Russian Federation. The legal nature of licensing is analyzed as a form of state regulation aimed at ensuring public safety, protecting the rights and legitimate interests of citizens, and ensuring the stable functioning of the economy. The study analyzes the main sources of legal regulation of licensing, including the Constitution of the Russian Federation, Federal Law No. 99-FZ of 04.05.2011 “On Licensing of Certain Types of Activities,” as well as by-laws issued by the Government of the Russian Federation and federal executive authorities. The principles of licensing, the powers of licensing authorities, and the features of the administrative-legal mechanism of licensing are considered. Special attention is paid to current trends in the development of the licensing institution associated with the digitalization of administrative procedures, the introduction of electronic registers, and the risk-based approach. The conclusion is made that further improvement of legislation and administrative mechanisms in the field of licensing is necessary.
