In article various approaches to understanding of essence and main composed social responsibility of business in the different countries are considered, including in Russia and participation of business in edu-cational policy is analysed; a role of charity foundations and grants which in modern society gain the in-creasing value as an element of adjustment of intersector social partnership in the sphere of support scien-tifically – educational and socially – the cultural sphere.

Today, municipal authorities in major cities of Russia have reached an understanding that the construction of support measures for non-profit organizations is basically completed and that it is necessary to move to a new level of interaction and building partnerships. Such a transition requires a new conceptual approach, which is often difficult to work out for local governments. The article examines the main problems and suggests solutions to this issue, taking into account the experience of the United States of America.

The article examines the composition and structure of municipal budget revenues by sources of income. An assessment of the role of inter-budgetary relations of municipalities with higher budgets in the formation of financial resources that are used to create conditions for sustainable development of territories is given.
