Russian emigrants, who lived in great number in northern Manchuria for half a century (1898–1950s), left a deep mark in the history and culture of the newest period in the history of North China and in its culture, which, in combination with the traditional local culture of this region, made its appearance uniquely diverse and inimitable. The continuously developing industry of Russian emigrants’ specific culture in Harbin has played an important role in the development of the local economy recently. The culture of Russian emigrants as a special resource of Harbin’s unique cultural heritage deserves in-depth scientific analysis and introduction to the practice of creating a modern cultural and tourist infrastructure of the city. The article explores and discusses the resources of the strategy of using the cultural and historical heritage of the Russian emigration in Harbin from the point of view of the modern development of the region, analyzes the competitiveness of the cultural heritage of Russian emigrants in shaping the new cultural and tourist industry in Harbin.
