This article examines the problems associated with ensuring cultural sovereignty and the implementation of cultural rights and freedoms of man and citizen. The author shows the importance of cultural rights and freedoms of man and citizen for the preservation of all-Russian cultural identity, strengthening the Russian state and spiritual, creative self-realization of the indi-vidual. It is noted that cultural sovereignty, the implementation of cultural rights and freedoms of man and citizen, among other things, have a certain connection, including with information sover-eignty, and the digital culture of citizens.

The article examines the history of the creation of such an important legal document as the Habeas Corpus Act, its impact on the protection of human rights and personal freedom. It highlights current issues and challenges of law enforcement in the modern world.

The paper examines the problems of implementation of international human rights standards in the Russian state. The text of the article emphasizes how national legislation complements and concretizes international norms, as well as determines the procedures and mechanisms for their implementation. Particular attention is paid to the domestic system of human rights protection, including the role of the judiciary and the institution of the Commissioner for Human Rights of the Russian Federation.
