Relevance of the study: the need for theoretical rethinking and appropriate legal regulation of the specifics of the social sphere of the Arctic zone of the Russian Federation in order to ensure the preservation and development of human capital. The purpose of the article is based on the study of the problems of social development of the Arctic zone of the Russian Federation, to propose the main directions for the development of specific administrative and legal regulation of the social sphere of the Russian Arctic. The research methodology consists of general scientific methods: analysis, synthesis, induction and deduction, system analysis, as well as special legal ones: compar-ative legal, formal legal. Results of the study: a wide range of specific problems were identified in the field of general and preschool education, the supply of socially significant goods to the Arctic territories, healthcare in the Arctic zone of the Russian Federation. Based on the analysis of statisti-cal data, conclusions were drawn about the rather low standard of living of the population of the Russian Arctic. The solution of the specific problems described in the article will ensure the preser-vation and development of human capital in the Russian Arctic. The article proposes a number of measures of legal regulation in order to improve the quality and efficiency of public administration in this territory.
The article provides an analysis to reveal the specifics of family education in the North. The characteristics of the educational potential and environment of a northern nomadic family are presented. The idea of developing pedagogical conditions for cooperation between a nomadic family and educational institutions is proposed.
The article deals with the actual problem of forming holistic ideas about the small peoples of the North of Russia among younger schoolchildren. The author substantiates the potential of project activity as an integrative method combining cultural-anthropological, activity-based, age-psychological and region-oriented approaches. The results of the "Family of Russia" project, which resulted in the creation of a collective book, are presented. The effectiveness of the proposed pedagogical conditions in the development of fourth-graders' ideas about geography, everyday life, holidays and culture of the small peoples of the North is proved.
