The article presents the priority directions of the state social policy in the sphere of life of orphans and chil-dren left without parental care, as well as basic form of the device of orphaned children, considered the concept of a foster family. The characteristic elaboration of this problem at the level of the scientific litera-ture cited by Lena different points of view on any given topic psychologists and scientists.
