The basic law of the country (Art. 72) relates the land legislation to the joint jurisdiction of the Russian Federation and its subjects, so the modern legislation on land use planning includes both the relevant Federal law and the laws adopted in the subjects of the Russian Federation. Currently, the Ministry of economic development of the Russian Federation has prepared a new version of the Federal law, which provides for a significant and unjustified revision of all previously established in the Russian Federation and abroad, the Institute of land use planning, its concepts, content and methods of implementation. This has caused considerable criticism, both at the Federal level and in the regions. The purpose of the work is to identify how developed the regional component in the system of acts of legislation on land use planning and to justify on this basis the feasibility of a more conservative approach to the reform of this sphere of land legislation. The author applied abstract-logical, comparative-legal and monographic methods. Based on the analysis of the modern legislative support of land use planning at the regional level, the author proposes to take into account the regional experience in the new version of the Federal law «On land use planning «, as well as to take into account that any fundamental changes at the Federal level will entail another revision of the regional legislative framework.
