The state gives the right to regional authorities to independently regulate the level of the minimum wage in their territory, centrally setting only its lower limit for employees throughout the country. However, today half of the subjects of the Russian Federation do not enjoy this right, and even in those regions where agreements on the minimum wage are concluded, its amount is at the level of the federally fixed value. Therefore, the article discusses the reasons for this and possible solutions to this problem.
