The article deals with the issues related to the main tasks of the Finnish municipalities, concerning the creation of the most comfortable living conditions for their residents. It traces the main administrative (managerial) functions of autonomous municipalities to ensure this comfort, as well as their economic opportunities to ensure a comfortable stay for citizens there. It also analyzes the methods created in Finland for the possible increase of limited municipal resources for the most effective management of the «municipal economy» and the relationship between the state and autonomous municipalities in the economic sphere (especially in crisis conditions).

The article deals with issues related to the peculiarities of the legal status of subjects of non-commercial municipal cooperation in accordance with the provisions of the Municipal Code of 2015, the main tasks of Finnish municipalities related to the creation of the most comfortable living conditions for their residents.
