The article discusses the questions of the origin of administrative justice and the development of the legislation in terms of appeals against unlawful actions of tax authorities during the new economic policy of Russia.

Theses are devoted to topical problems of regional socio-economic and political history. At the center of the author's research attention are the problems of the general socio-economic situation and political sentiment of the population of Ishim during the period of implementation of NEPA, reflected in the state investments of the HPC-OGPU. Based on the work on the topic, it is concluded that the mood and socio-economic situation in the city were relatively stable, but also destabilizing factors were noted, which included the dissatisfaction of the people with the social, tax and cultural policies of the authorities.
