This article is devoted to the development of cooperation between municipalities of the Republic of Finland at the turn of the 20th – 21st centuries, primarily in the field of ensuring the rights and legitimate interests of consumers of services and legal aspects of the development of municipal infrastructure. Various classifications of inter-municipal cooperation are also analyzed.
