The article discusses the features of standard-setting executive authorities and its difference from the standard-setting bodies of legislation. Particular attention is paid to the grounds of the rulemaking, the Russian Federation President.

This article deals with the national security strategy as a basic element of strategic planning. The author’s focus is on identification of a normative nature of the strategy as a document of strategic planning and, respectively, detection of its place in the legal system of the Russian federation.
