The relevance of the study is due to the fact that global transformations in the Russian education management system, which began over 20 years ago, are still continuing today. Contradictions between the search for ways of domestic system of education management improvement and disregard of the historical experience of its development; the mismatch between state policy in the sphere of Russian education and educational needs of society have not yet been resolved. The complexity, scale of the education management system makes it insufficient to study its development in terms of traditional approaches. This research aims to present a holistic view of the development of education management system in the Astrakhan region in the late XX – early XXI centuries from the viewpoint of institutional approach in regional context to identify features of education management system and regularities of its development. The purpose of this article is to present a new vision of resolving contradictions in Russian education management system. The concepts of «education management system», «development of education management system» were defined more precisely during the study. In the context of the study the education management system is considered as a system with a particular configuration of relationships, which is constructed depending on the specific subjective goal and is reflected in its structure. The education management system is characterized by the continuous interaction of management, organization and self-organization, which leads to the ordering of the parts, elements, relations of the system in space and time under the influence of internal (self-organization) and external factors (organizational and managerial) to achieve a common goal. The development of education management system is governed by a complex, dynamic, goal-oriented process that represents a transition from one state to another through the interaction of organizational, managerial and self-organizing-disorganizing sides of the system. The article may be interesting to management professionals, who are engaged in the formation of education management structures and the activities that transform prevailing organizational forms. The conclusions and provisions contained in the work supplement and expand knowledge and ideas about the development and functioning of the research object.
