In the article the analysis of the dynamics of basic indices is carried out, that characterize the market for new constructions and the market for the second dwelling of Penzenskaya Oblast' are built models for predicting the mean price of one square meter of dwelling. Model for predicting the introduction of dwelling taking into account dummy variables is built and is executed the short-term forecast of the indices in question. The uniform regions of region on the basis of the indices of the housing conditions for population are revealed and clusters with the levels of housing development are determined.

The paper deals with the results of clustering the regions of the Volga federal region according to the social and economic indices interpretation to clusters are given. Discriminators for determining the belonging “new” regions with the clusters are constructed. The belonging of separate region with the cluster with the average level of social and economic indices is revealed. The econometric model of the volume of fixed asset formation depending on gross regional product is obtained.
The paper presents a welcome address to the participants of All-Russian scientific and practical conference "The Influence of Historical Factors on the Way of Economic Development of the Regions of Russia", traditionally held by Tula Branch of Plekhanov Russian University of Economics in the framework of the Vth Starodubtsev readings devoted to Vasiliy Starodubtsev.

The article reveals the statistical analysis of housing construction in the regional context, by comparing the individual category in the Bryansk, Orel, Smolensk regions to the average for Russia in terms of prices, housing area per 1000 inhabitants in the region.
Based on the analysis of statistical indicators of agricultural production in Belarus, the Non-Black Earth Zone of Russia and Poland, the article indicates the reasons for the differences in its economic efficiency in these regions. The necessity of improving financial incentives, combined with more effective measures to ensure the development of the agricultural sector is substantiated.
