The article analyzes the features of the formation of entrepreneurial ecosystems in the Arctic zone of the Russian Federation, which is a strategic territory of the state. The importance of business development in the Arctic zone is determined by a number of factors: from the acquisition by residents of a special status and preferential taxation regime to the social significance of business development. The systematic development of entrepreneurship in this territory will become the main one not only for the development of the business community, but also for solving important socially significant issues.

The article discusses the special economic zones of the Russian Federation and in particular in the Kaliningrad region, their concepts, conditions for creation and significance. The role in the economy of the country and the subject is shown. As well as the analyzed individual features of the Kaliningrad region, which makes it possible to create a special economic zone in the region.
