When we studying the biography of the figure of the White movement Vladimir Oskarovich Kappel’ (1883–1920) it attract attention the fact that his life, which began and took place at a young age in European Russia, thereafter was inextricably associated with the East – the Urals and Siberia, where was completed life of this commander Kolchak's army. Researches of activities of historical figures in areas where there was a significant period of their lives for the Fatherland, is a very popular theme in Russian historiography. This article traces the facts of a little more than a year of Kappel's biography, which connected him with the Eastern regions of our country in one of the most difficult episodes of its history – the Civil war. A. V. Kolchak to establishment relations between troops and the population. Issues of policy in relation to the population he considered a particularly important, as, in his opinion, the success of struggle of the whites for the revival of the great, single and indivisible Russia was depended directly on attracting the sympathy of the people. Article includes memories of colleagues of the General, which describing his views and methods of addressing these issues, and which indicating that the course of action of Kappel’ often differed from the tactics of his companions to fight. Ural and Siberia were played an important, in largely a fatal role in the life of Russian officer Vladimir Kappel'. What mark he sought to leave in the region, – to this question help to respond the diverse historical sources which has an importance to the study of the history of the Civil war.
