Most current researches in economic history are devoted to issues of State development. At the same time there are not enough papers, which analyze the development of any region, its branches, administrative staff, etc. The present study aims to fill this gap partially. The article shows the problems of downstream industry of the Ministry of Local Industry in the Tatar Autonomous Soviet Socialist Republic in the post-war period and reformations in the management system, aimed at elimination of these problems.
